PAN-A series operates as absorbing the current, especially when the OUTPUT is turned off. This is to discharge the residual voltage at the output terminal, and not to work as an electronic load to consume power.
Inside DC power supplies, the bleeder (discharge) circuit is connected in parallel to the output terminal, which absorbs the current to discharge the electrolytic capacitor.
