When performing a withstanding voltage test with TOS5300 series, do I need to set a lower limit (LOWER) value?

For a basic withstanding voltage test, you only need to set the upper limit (UPPER) value.
However, if you want to detect issues such as broken or disconnected test leads (conditions where no current flows), setting a lower limit value (LOWER) can enable a more reliable test.
